The Scarlet Beast With Seven Heads And Ten Horns in Revelation 13 has caused much confusion for many students of our Father’s Word. Many believe we are waiting on this seven headed Beast to rise from the sea which are the peoples of the earth. We are going to discover in this Chapter the seven heads are simply seven kingdoms that have and will reign over the earth, specifically Jerusalem. Moreover, five of the seven heads or kingdoms have already fallen while one is currently in power, even today. It is this kingdom that will receive a Deadly Wound that will be healed by the false messiah Satan who will appear on earth claiming to be Christ.

We will also learn in this Chapter there are Ten Kings, but two separate sets of them. One set consists of Ten Kings of the Earth who are Clay Kings while the other set consists of Ten Supernatural Kings who are Iron Kings. The Ten Kings of the Earth, The Clay Kings will rule in the future after the Four Winds are released which is just prior to the Tribulation of Satan. While the Ten Supernatural Kings, The Iron Kings will only rule for One Hour which is the time of the Tribulation of Satan as they are Satan’s angels that he brings to the earth with him. Let us now document these facts in God’s Word.

The Seven Heads And Ten Horns

Please turn your Bible with me to;

Revelation 13:1  
1 “And I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and upon his horns ten crowns, and upon his heads the name of blasphemy.”

The first thing we need to understand is the book of Revelation is not in chronological order, it skips around so you have to stay sharp if you want to understand your Father’s Word. Further, the very word “Revelation” means “be revealed, take off the cover” so it is imperative that we understand this book. This book is also filled with symbolism, we are told this Beast rose from the sea and in Revelation 17:15 we are told the waters are symbolic for people. So this Beast which is a governmental system rises from the people of the earth.

This governmental Beast system has been in existence for thousands of years and has been the base of power for the seven heads which are the seven kingdoms.

We know “the dragon gave him his power, and his seat, and great authority,” (Revelation 13:2). The “him” spoken of is the Beast and Satan is the Dragon as Revelation 12:7-9 will document. We also know Satan “the god of this world” has been given power over the kingdoms of the earth (what our Father allows), power he offered to Christ in the wilderness (Luke 4:5-8, 2 Corinthians 4:4).

It is important to understand the Beast we just read of is in fact the same Beast of Revelation 17 where we will now turn.

Revelation 17:3  
3 “So he carried me away in the spirit into the wilderness: and I saw a woman sit upon a scarlet coloured beast, full of names of blasphemy, having seven heads and ten horns.”

Understand the first two verses of this chapter occur after the Tribulation. One of the Angels that had one of the Seven Vials took John back in time in verse 3. Notice this Beast is also covered in blasphemy and has seven heads and ten horns documenting it is the same Beast found in Revelation 13. John marvels at what he is witnessing,

Revelation 17:7  
7 “And the angel said unto me, Wherefore didst thou marvel? I will tell thee the mystery of the woman, and of the beast that carrieth her, which hath the seven heads and ten horns.”

The Angel is going to give us the interpretation of this Beast.

Revelation 17:8  
8 “The beast that thou sawest was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was, and is not, and yet is.”

Satan is the angel of the bottomless pit and Satan is the only one that has been condemned to death by name and that is the subject here, his “perdition(Revelation 9:11, Ezekiel 28:16). Satan and his governmental system is the Beast that “was,” in “the world that then was,” though slightly different as Revelation 12:3 will explain. Satan “is not”, meaning he does not exist on earth at this time physically, though six of the seven heads of this Beast have and do. And “yet is” meaning Satan will be once again when he is cast from Heaven to earth and establishes his kingdom once again, the seventh head.

Revelation 17:9  
9 “And here is the mind which hath wisdom. The seven heads are seven mountains, on which the woman sitteth.”

We know from scripture that mountains are symbolic of kingdoms (nations) so we now understand the seven heads of Revelation 13:1 are kingdoms (Revelation 17:15, Daniel 2:35,44, Isaiah 2:2).  What kingdoms? Those that have risen throughout time reigning over the world, but specifically Jerusalem.

The Five Fallen Kingdoms

Let us now document that statement.

Revelation 17:10  
10 “And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space.”

Do not let this verse confuse you. The seven kings are in fact the seven heads that we have been discussing in the prior verses. The Angel is documenting for us there are seven kings, seven kingdoms (a king and his dominion). The first five kingdoms have already fallen. One kingdom “is”, that being the sixth kingdom and the other kingdom “is not yet come”, being the seventh kingdom, the seventh head.

If five kingdoms have fallen and one kingdom exists today then it means we are in the power of the sixth head, the sixth kingdom on earth even at this present time.

Revelation 13:3  
3 “And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after the beast.”

This is, in fact, the sixth head, the sixth kingdom that receives a Deadly Wound which is healed by the Dragon who is Satan. Further, it is important to understand unlike the prior heads, the prior kingdoms which fell one in place of the other this sixth kingdom does not fall. Instead, it suffers only a wound which is healed and continues to reign along with the seventh kingdom and it is these two kingdoms that make up the two horns of the Dragon (Revelation 13:11). We should understand Satan and his seventh kingdom will essentially occupy and eventually tread down this sixth kingdom.

Notice the seventh head, the seventh kingdom when it comes into power will continue a short space as we read in Revelation 17:10. That kingdom is in fact Satan’s Beast kingdom that will consist of him and his fallen angels who will reign a short time during the Tribulation that was shortened by Jesus Christ in Matthew 24:22.

Satan’s Eighth Kingdom

Revelation 17:11  
11 “And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition.”

Satan has control and gives power to the governmental Beast while his kingdom is specifically the seventh head, the seventh kingdom. How is Satan the eighth kingdom? At the end of the Millennium, Satan will be loosened from the bottomless pit for a final time to cause our Father’s children to go astray and follow him. This event will mark Satan’s eighth kingdom though it will be a very short reign. Notice, the Angel is kind enough to tell us once again Satan is destined to “perdition“ which absolutely locks him into this place.

The Ten Iron Kings Reign For One Hour

Revelation 17:12  
12 “And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.”

These are the Ten Supernatural Kings who are the Ten Iron Kings as we will document and they only reign with Satan for One Hour which is the time of the Tribulation. These are separate from the Ten Kings of the Earth who are the Ten Clay Kings that rule before Satan as Daniel 7:24 will document. And it is these Ten Clay Kings that “shall take hold out of all languages of the nations(Zechariah 8:23).

The Great Image In Nebuchadnezzar’s Dream

We will now turn our Bibles to Daniel 2 where king Nebuchadnezzar of Babylon had a dream that troubled him greatly. None of the wise men of Babylon were able to explain to Nebuchadnezzar what his dream was about much less provide an interpretation for it which Nebuchadnezzar was seeking. With that, Nebuchadnezzar ordered all of the wise men of Babylon to be destroyed. When Daniel discovered this he went to his house and asked our Father to reveal the dream to him so he and his friends would not perish. “Then was the secret revealed unto Daniel in a night vision. Then Daniel blessed the God of heaven”. And said,  “I thank thee, and praise thee, O thou God of my fathers, who hast given me wisdom and might, and hast made known unto me now what we desired of thee: for thou hast now made known unto us the king’s matter,” (Daniel 2:19, 23).

Never ever forget to thank your Father when He answers your prayers.

Daniel was then brought before king Nebuchadnezzar to tell him the dream and explain to him the interpretation of it which “shall be in the latter days(Daniel 2:28).

Daniel 2:31  
31 “Thou, O king, sawest, and behold a great image. This great image, whose brightness was excellent, stood before thee; and the form thereof was terrible.”

Pay close attention. The image that Daniel is going to explain to us are the kingdoms of the earth down throughout the ages who have reigned over Jerusalem. In fact, the point of them reigning over Jerusalem provides us with a marker that identifies where we are on our Father’s scriptural Timeline.

Daniel 2:32  
32 “This image’s head was of fine gold, his breast and his arms of silver, his belly and his thighs of brass,”

This is symbolism and each of these three elements are symbolic for kingdoms which Daniel will make clear for us in a moment.

Daniel 2:33  
33 “His legs of iron, his feet part of iron and part of clay.”

We now have five elements, five kingdoms when we add the legs of iron and feet part iron and part clay. Each of these kingdoms ruled over Jerusalem, not that Jerusalem itself was the capital or horn of power.

We need to ensure we understand each of these kingdoms came to power with the fall of the previous kingdom. Daniel explains this in verses 38-44.

Daniel 2:34  
34 “Thou sawest till that a stone was cut out without hands, which smote the image upon his feet that were of iron and clay, and brake them to pieces.”

This stone that was cut without hands is Jesus Christ who will destroy this image at His return. Notice, Christ casts the stone at the feet of iron and clay.

Daniel 2:35  
35 “Then was the iron, the clay, the brass, the silver, and the gold, broken to pieces together, and became like the chaff of the summer threshingfloors; and the wind carried them away, that no place was found for them: and the stone that smote the image became a great mountain, and filled the whole earth.”

I want you to take note of these five elements that are broken together. In verse 38 Daniel tells king Nebuchadnezzar “Thou art this head of gold” documenting each of these elements are in fact symbolic for kingdoms. Further, in verse 39 Daniel states, “And after thee shall arise another kingdom inferior to thee, and another third kingdom of brass, which shall bear rule over all the earth”. Once again documenting we are talking about kingdoms that arise one after the other, one in place of the other with no kingdom reigning at the same time over Jerusalem.

The Five Kingdoms

History tells us these five kingdoms were Babylon, the head of gold. The breast and arms of silver were Medio-Persia, the belly and thighs of brass were Greece, the legs of Iron were Rome and the feet part of iron and part of clay were the Mohammedan empire. These kingdoms essentially served as a marker on our Father’s Biblical Timeline so we would understand throughout time and even today where we are with respect to each element in this image.

Now remember what Daniel told us, the dream was for the “latter days”. In no way shape or form can these five kingdoms be considered a part of the latter days nor did they ever form into the image Daniel described to us as they all rose and fell one after another.

Further, common sense tells us we cannot build an image from the top down as the image was described with Nebuchadnezzar’s kingdom of gold serving as the head of this image. Rather, we need a foundation to build upon which documents this was prophecy for our time and Daniel stated that for us as well.

So while each of these elements which are kingdoms make up this image, the image does not stand until the sixth kingdom and that kingdom can be documented in verse 35 where it states, “the iron, the clay, the brass, the silver, and the gold, broken to pieces together”. Christ is not going to destroy each of these kingdoms as they have already fallen except for the sixth which stands today. So each of these elements are the powers of the former five kingdoms which are combined together in these latter days to create the sixth kingdom that will be destroyed by Christ at His return.

The Sixth Kingdom

While we cannot be certain when the sixth kingdom came into power, we see signs of its control for at least the last 100 plus years. The mid-1940s ushered in globalism with the founding of the United Nations and financial institutions such as the International Monetary Fund and the World Bank. This led to the United Nations giving a people the land of Israel which transpired in 1948.  We also know in 1967 Jerusalem was recaptured and brought under control of the nation named Israel today which is the subject at hand.

It should now be clear to us the five kingdoms spoken of in Daniel are in fact the five kingdoms that have fallen which the Angel told us about in Revelation 17:10. And the sixth kingdom we just documented is in fact the kingdom that “is” in the same verse of Revelation that is in power today. Daniel and Revelation perfectly complement one another, but it is up to us to use wisdom and understanding obtained from the Lord in order to properly understand these two books.

Why did verse 35 reference the summer threshing floor? The destruction of this image happens at harvest time, the true harvest of Jesus Christ.

A Divided Kingdom: Part Iron And Clay

Daniel 2:41  
41 “And whereas thou sawest the feet and toes, part of potters’ clay, and part of iron, the kingdom shall be divided; but there shall be in it of the strength of the iron, forasmuch as thou sawest the iron mixed with miry clay.”

While this is a description of the fifth kingdom it was only an example then and is factual for us today. Daniel said the dream was for the “latter days” and we are living in them.

This kingdom will be what? Divided. We are talking about the ten toes which are the Ten Kings of the Earth, the Ten Clay Kings who have not risen yet, but will reign as a part of this sixth kingdom. And the Ten Supernatural Kings, the Ten Iron Kings who reign as a part of the seventh kingdom for “One Hour with the Beast”. So we see the power is divided between the sixth and seventh kingdoms.

Understanding this we can now see why the Dragon who is Satan has two horns in Revelation 13:11. One horn is symbolic for the sixth kingdom (flesh or Clay Kingdom) of men, while the other is symbolic for the seventh kingdom (supernatural or Iron Kingdom) and Satan is in control of them both.

Daniel 2:42  
42 “And as the toes of the feet were part of iron, and part of clay, so the kingdom shall be partly strong, and partly broken.”

Partly strong is supernatural, iron. While partly broken is flesh, specifically the Ten Clay Kings who are partly broken by the Deadly Wound. This will be extremely clear for you in the next two verses.

Daniel 2:43  
43 “And whereas thou sawest iron mixed with miry clay, they shall mingle themselves with the seed of men: but they shall not cleave one to another, even as iron is not mixed with clay.”

Who shall mingle?

The Supernatural Kings, The Ten Iron Kings who Satan will bring to the earth with him will take women to be their wives. This word “seed(Strong’s word: 2234) is “posterity” which is “all future generations of people”. We are talking about The Ten Iron Kings unholy marriage with women.

What did Christ tell us would happen in the last days?

As the days of Noe were, so shall also the coming of the Son of man be. For as in the days that were before the flood they were eating and drinking, marrying and giving in marriage, until the day that Noe entered into the ark,” (Matthew 24:37-38).

Who were giving and taking in marriage?

The fallen angels were with the daughters of Adam and so it will transpire again as “there is no new thing under the sun,” (Ecclesiastes 1:9).

We should understand on another level this also means the Ten Iron Kings will work with the Ten Clay Kings, but they will not be bound to them in any way shape or form and verse 42 also documents that as well.

God’s Everlasting Kingdom

Daniel 2:44  
44 “And in the days of these kings shall the God of heaven set up a kingdom, which shall never be destroyed: and the kingdom shall not be left to other people, but it shall break in pieces and consume all these kingdoms, and it shall stand for ever.”

What days?

The latter days, the return of our Lord and Savior Jesus Christ who will ”smite the nations: and he shall rule them with a rod of iron,” (Revelation 19:15).

Daniel 2:45  
45 “Forasmuch as thou sawest that the stone was cut out of the mountain without hands, and that it brake in pieces the iron, the brass, the clay, the silver, and the gold; the great God hath made known to the king what shall come to pass hereafter: and the dream is certain, and the interpretation thereof sure.”

At His return our Lord and Savior Jesus Christ is going to destroy Satan’s Beast kingdoms. We have nothing to fear and “no weapon that is formed against thee shall prosper” as long as we stand by our Father (Isaiah 54:17). Christ is very gracious, He has foretold us all things and we have the victory through Him (Mark 13:23, 1 Corinthians 15:57)!

As we close this Chapter it is important to understand the sixth kingdom that is in power today exerts control over the globe, not only Jerusalem, just as the kingdoms of the past. As the days march on we will see Ten Kings of the Earth, the Ten Clay Kings arise who are a part of the sixth kingdom that exists today take power over the earth when the Four Winds are released. When the Four Winds are released that will mark the completion of the Sealing of our Father’s Saints and will occur just before the appearance of Satan, a topic we will discuss further in another Chapter.
