WEB Notes: In California it is a little late to spend millions on these conservation efforts. This should have been done years ago. Conservation is common sense. Now the lack of common sense will make many suffer unless California gets rain soon.
Most of the money in the proposal — about $550 million worth — would come from existing bond money approved by voters, according to sources familiar with the proposal. There are no new taxes or fees on water use in the plan.
State agencies would be required to come up with new plans to conserve water, and the state water board would be given new money and powers to expand the use of water that has been recycled or captured from storm-drain runoff.
The proposal would also tap $40 million in money raised from fees on polluters to enhance water and energy conservation projects.

California Cattle Leave for Texas
(Breitbart) – How bad is the California drought? So bad that California ranchers are selling their cattle to Texas ranchers–even though Texas, too, is going through a major dry spell. It is the latest migration from California to Texas–and another sign that California’s southwestern rivals are managing the drought conditions more successfully.
Local reporter Gina Potthoff of Santa Barbara’s noozhawk.com reports that local ranchers are taking account of the thin rainfall, and making tough decisions about their herds. “The cheapest loss could be the first loss, since ranchers who sell off cattle sooner have a better chance of rationing enough grass for later,” she notes grimly.
In Texas, ranchers say they have learned how to live with dry conditions. “This drought is separating the men from the boys, and the women from the girls,” said Texas rancher Jon Taggart, quoted by Barry Shlachter in the Milwaukee Journal-Sentinel.
